First of all you need 1 more cat box than you have cats, 1 cat =2 boxes, 2 cats=3 boxes, so forth and they must be kept clean daily some cats will not use a litter box that is dirty. I have a self cleaning box that helps, but you still have to change the catch container every couple of days. You may have to get rid of carpet, something about the way it's made it lets off an odor that cats can smell and they think that another animal has marked there territory thus making them piss and crap there also. You do know that cats DON'T LIKE to share the same litter tray right? Get a separate tray for the girl cat. There's a special spray available at the petshops that 'toilet trains' cats and dogs. Look for that.

I moved the litter box to near where my cat was doing this. If this isn't possible, try getting TWO boxes and don't put them near each other. If you're not scooping it everyday, she could just be finicky. If she has always used the box & this is new, it might be a medical problem & she needs to see a vet.

some cats can be intimidated by another cats smells. If the male is the dominant cat, this is most likely the reason. Keep your litterbox really really clean, and try to have 2 seperate ones in different parts of your house..

I have an almost instant cure for all cat problems. Trouble is you probably wouldn't like it.
I have six of them running around here. They belong to my daughters and they are TOTALLY useless, both collectively and individually. However, they can be destructive, ruined furniture, ruined carpet, ruined weather stripping, damaged nick knacks, I could go on for days.
The damn things have only been domesticated for about 4000 years, give them another 10,000 and they might start to make a fit pet. Until then, worse than TOTALLY useless.

Just clean the litter box more often. If that doesn't work, you might try to get a seperate litter box for the sister cat.
Cats are picky about where they do thier business. If the litter box has an unplesent smell to them, they'll find another place that they deem more suitable to thier noses.

every time you see her making a mess on the floor, pick her up and put her in the litterbox. get a pet odor remover and spray it wherever she has peed. she will learn that it is not her place to pee and poop everywhere. it worked with 5 or six of my cats, but then again, I had 3 different litterboxes

Back when I had two cats in the house I had to buy separate litter boxes. Then you have to clean them out daily or they won't use them. Good luck.

Scoop the litter pan daily. Maybe add a second litter pan - it's possible that her brother's use of the litter pan is bothering her.
Next time you see her doing it, grab her and toss her in the litter pan as quickly as possible.
Next time you see her using the litter pan, praise the crap out of her (har har har).
