I would start off by checking for any leaks in your gas line. Sounds like you may have low pressure. If no leaks, your grill's heating element probably needs to be cleaned or replaced. You can buy all of your replacement parts at any place that sells grills; Walmart, Lowes, Kmart, etc... You can also buy a gage at any of those stores that attaches to your tank and let's you know how full it is.
I would begin by checking for leaks and then clean the element and the inside of the grill. Allow it to dry it before moving on. Then, if it is still low, take your tank to the store and get an exchange; it's only about $15 for a full exchange. If none of those things work, and you want to spend a little money on it, replace your element(the area where the flame comes out). Hope this helps.

The high flames have nothing to do with the amount of propane in the tank. Clean the interior of the grill to minimize flare ups, and set the regulator lower if it is to hot. Chnage the tank when it is empty. Buy a weber grill in the future.

We always used that cue for changing the tank. It's burning gas, as long as it looks safe and the grill does the job for you then keep the BBQ! The new ones don't perform better, they just look good the first year ;-) If changing the tank doesn't change a thing then maybe the valve could be changed but it rarely does...

Could be either of those problems. You can feel the propane tank as it will be cold where there is propane. Also check for leaks. Use water with some dish soap to make sure there are no leaks at all the connections.

You might just need more propane. In the morning go outside and see where the condensation level is on the tank. That is the level of propane.

If there isn't enough and it keeps burning then the tank is fine, it probably needs a new burner assembly, sometimes you can get a new one where it was purchased or Lowes, Home Depot

You need to fill the tank back up. When it's empty or very low there will be little or no flame.

you might need a new regulator, or buy some new propane. also, check the top, because tanks need their tops swaped every 3 years, so a brand new tank may be needed.

I'd replace the tank. They do sell magnetic gas gauges but I haven't heard much about them.
