What is a "neutron bomb," and is that the clean bomb? Does this have anything to do with why we decided to drop the Anti-Ballistic Missile Treaty with Russia? Are we still working in compliance with the Nuclear non-proliferation treaty?

The neutron bomb is designed to kill by radiation but not destroy stationary objects by blast.

No, Bush dropped the ABT in Dec. 2001 after 911. He did that so he could nuke the middle east if needed. The NPT allows nuclear weapons if 'approved' and since we are one of the main ones that 'approve' them, we are in compliance.

A clean bomb is by definition any weapon ie missle, bomb etc which does not leave radiation upon detonation.
