My opinion as a Cuban American and as a US Army recent Veteran. No, I dont think so. They may secretly draft people to go and provoke an uproar in the Island. Cuba is not a missile threat any longer, so whatever they do is just to try and help the cuban people to rise against the regime. By the way; why dont they do it on their own? several reasons, they have been brainwashed, the only thing they show on TV about US cities is people starving, eating out of a trash can and crime. They have lived all of their lives thinking that the Imperialism is bad and that we are murderers and that comunisms is the only way to go. Even though they know is not the way to go, they dont know anything else, and dont trust that the US will back them up.

Yes, I heard B-52s were to be loaded with Cuban Cigars and they'd drop them at night on our major cities to provoke war with Cuba.

The Department of Defense does not draft such plans. They develop scenarios in "what if" situations to find ways to combat such activities. They would ask pertinant questions and pose problems to experts in certain fields to see how to react to such probable actions if certain things should occur.
