If you are going on a trip with one parent, you will need your birth certificate, and a notorized letter from the other parent giving him/her permission to travel with you. (travelling with mother, must have father's notorized permission & vice versa). Notorized permission from both parents is required, if you are travelling with a friend or another relative. Why? Too many children have been abducted by their parents. Consider getting a passport for the future.
Good suggestions about getting a learner's permit (drivers' license). This is a government form of id, with picture. Bring you school id too.

a state issued id card from the same place you get drivers licenses, but if you are travellingto Canada after January 01, 2007, you MUST have a passport. Before that date, if you go into Canada, you must have an original raised seal birth certificate and the photo ID.

Assuming you're American, you don't need photo ID. You're under 16, so you don't have a Driver's License. I'm Canadian, so I think it is easier for me to travel the border, but I just use my birth certificate. (I'm under 16) I don't have any problems crossing.

When I was fourteen, I went and had a photo i.d. made at Mailboxes, etc.
I really don't think it has to be government issued. If I were you I would go ahead and get my passport.

Go to the department of motor vehicles. They can issue you a state I.D. Cost depends on what state you live in. I don't think they are expensive. Have fun in Canada. lol
