Dogs loose heat through their mouth and nose.
No sweat glands.
So, the evaporating water keeps their noses cool.

It's true that a cold, wet nose can be a sign of good health in a dog, but it's not a completely reliable barometer. It is a good idea to keep your pup's nose in check. If you notice any of the following, you'll want to consult your vet right away: discharges that last more than 24 hours, swelling, odor & difficulty breathing. These things can be symptomatic of the presence of a foreign object, tumors, or sinus/respiratory infections.
A few vets I spoke to indicated that, as folk wisdom has it, the wet nose helps cool dogs off, for dogs don't have sweat glands and can lose moisture only through the pads of their feet.

The design of a dogs nose allows for not only air to get to the lungs but also a cooling affect as dogs have no sweat glands. The wetness helps cool the blood and also helps to trap airborne particles in the air they breathe.

A folk tale that goes back to biblical times gives yet another answer. When God flooded the world, the story goes, all life on the planet was inside of Noah’s ark. The two dogs Noah had chosen constantly patrolled the ark, checking on the other animals, and generally just poking around as dogs do. One day, the dogs were taking their daily stroll when they noticed a coin-sized leak, throuh which water was rushing in at a rapid rate. One dog quickly ran for help, while the other dog gallantly stuck his nose in the hole to plug it. By the time Noah and his sons arrives to repair the hole, the poor dog was in great pain and gasping for breath, but a major disaster had been averted. According to this tale, dogs’ cold, wet noses are simply a badge of honor, conferred upon them by God in memory of that heroic act...."

I'm not sure of the answer to your question but I wanted to correct your thinking a bit. A dog nose is USUALLY cold and wet but if your dog is sick it can be warm and dry.

cause its a dog's nose...lol tada
it made that way to be cold and wet, cause they smell everything from it and its the most advanced sensory organ of their body, so it has to be cool and wet.

So they can nose you and make you jump. Actually, it keeps their noses lubricated--they lick their noses. It's a sign that they're healthy. It's when it gets dry and warm that you know something's wrong.
