I live in Brooklyn, NY. What car-rental agencies have the best rates for underage drivers? (18-21 years old)?

You will be hard pressed to find one. I don't know of any that will rent to anyone under 25.

Try a little mom & pop rent a wreck place if there's one near you because the big ones (National, Avis, Alamo, Hertz) etc, often don't rent to those under 25, and if they do, you're gonna pay an arm and a leg.

your going to find it very hard to find one that will cover you.
