There are plenty of polite ways; "Would you mind taking a picture of me, please?" is one.

But do watch your camera!

Holding out the camera, just ask "Could you take a picture for me?" And then go stand where you want to be in the picture.

Dont interupt someone talking, smile and say something like:
Excuse me, would you be able to help me take a picture?

first- "excuse me" or "pardon the interuption" something like that
then " can you please take a picture of....." or " if you have the time can you...."
and then many thanks afterwards- even if you want, wish them a good day, or safe travel( if they are visiting the same place you are)
-good idea to chat them up a little, know the person!

but...... never do it in countries were by you can't trust the one you are about to ask.
in many places, people just picked it up and left with it.
