no, only the "american movies are good", u could say either 1 though. american is from america, america's is belonging to america, and the movies are from america, so thats y its "american" not "america's"

Well, if I were you I would have used "American movies are good." But if you still wish to use the first option, then make it as "Movies from America are good."
Linguistic-critics seldom use apostrophe 's' in fashion.
