There are different schools of thought on this. One is that we begin as single-celled organisms and work our way up by our good deeds and overcoming whatever life lessons it is we need to move on, therefore reincarnating into more and more complex life forms the 'better' we get. Some believe that we do not reincarnate outside our own species.
It really depends on each person and only you can decide what to believe. I feel that we don't reincarnate outside our own species. However, I don't think that means that animals don't have souls or an afterlife, I just don't think that they reincarnate as people.
As far as the plant and even mineral kingdom is concerned I believe they have 'souls' and consciousnesses as well. I don't know if you've ever heard of Kirlian photography, which can photograph the aura, but a college professor once invented a video version of Kirlian photography and was able to tell by their auras when students were going to get sick. One day a student was wearing a quartz crystal necklace. While she stood there they saw a whisp of white energy emanating from the quartz. When she moved or tried to touch it, it retracted back into the encasement of the quartz. If that response of pulling away doesn't imply consciousness of some kind, I'm not sure what does!
For this reason, and personal experience, I believe that plants (whose auras can also be photographed), and minerals all have souls and reincarnate -- although minerals have a nearly indefinetly life span so I wonder about them reincarnating simply because of their life span!
Here are some Kirlian photos you can view online:

But, still, only you can decide for sure which school of thought you agree with! Consider reading the book 'Journey of Souls'. It's a great book about the afterlife as related by hypnosis patients who are regressed to past lives and in between lives to describe what the afterlife is like. It's amazing to see how the stories of each individual are so similar.
