There are actually very accurate computer models that can simulate car traffic.

When a road is full, the cars have more space between them when they are moving than when they are slowing down. By human nature, we stop faster than our cars can accelerate (also there is a reaction time factor). The net effect is that whenever sombody slows down, he slows down two cars behind him. Those two drivers slow down 4 behind them, and the effect grows until you have miles and miles of cars backed up.

let see there are a few: people moving into the same area causes car traffic. also the second part of baby boomers are getting licenses and if you live in a big city , like miami, not the public transportation , even though it is good, it is not the best, car transportation is a must, also more developing of houses, condos, and just living spaces, mean more people, mean more cars. also we have a lot of people who imgrated into an area, more demand, more cars. also the average home nowadays, both parents work, two cars right there, then if they have teenagers, probably there is one or more cars involved in that too.
so no matter how many new roads are build, fix or expanded, there will always be car traffic.

Work. Most people work Morning to evening. Which is why there are rush hours during the busiest times of the day.

inconsiderate drivers attitude and goverment policy shud be the main reason.very easy to get a licence-money talks!!most of the road users not deserved to be out there!!!
