It's a joke:
Is 4-sight twice as good as 2nd sight.

Yes, because foresight is supposedly accurate whereas second sight is allegorical or symbolical and you have to try to figure out what it means, assuming it exists of course.

With second sight you know whats on the way, with foresight you have a reasonable guess at whats on the way.
