Is it permissible in Islam for a virgin to marry someone who has fornicated only once?

This question is for those knowledgeable in the religion of Al-Islam.I've come to accept that the answer is no, but my friends want more insight.

yes, i observed that men practicing islam have more excuses do whatever they want to do and be ok with it. as for women, they are very constricted to adhere to the rules.
