It's a sound produced when the cell phone operator is tracing your (or anybody else's) phone to check whether you are in the reach or not. The loudest it gets when the phone is actually ringing on the SMS is coming - it has something to do with the radiowaves, because the cell phones operaters work at radiowaves that can be picked up on various speakers. However, the best speakers nowadays have special screens which prevent that from happening.

Radio, cell (old analog), or even a wireless home phone could cause interference. Like some one else said, near an airport maybe, it's probably a large or well directed RF signal.

Possibly some very strong electrical interference. Do you live near a military base or a power plant??? Something that would generate a lot of power??

It sounds like you might live near a strong radio source. Are there any towers near you? There could be a ham in your neighborhood causing this when he talks on his radio.
