It would help quite a bit if you were clear on what exactly you're trying to ask. Is it:

(1) Which country is best equipped to handle an NBC threat;

(2) Which country is least likely to be exposed to an NBC threat.

As someone who has been directly gassed or been in the immediate vicinity of a gas attack, I would state the following:

(1) Look for a country with low population density and high emergency personnel to citizen ratios. Certain European countries like Finland come to mind. Countries with a history of stockpiling NBC munitions or a high degree of industrialization close to population centers should be excluded. The former presents a target rich environment; the second creates infinitely greater suffering in the case of an NBC attack. Check out the Kobe earthquake, effect of oil fires on Kuwait in the First Gulf War, "9/11 (respiratory) syndrome" etc. for the effects on the local populace what happens when densely populated areas get hit by major disasters.

(2) This is a toss-up. There's an old story of a British couple in the wake of the First World War determined to move to a part of the world without war or suffering. They pulled out an atlas, pored over maps, did their research, and eventually chose as their new home, the Falklands. Eventually, some sort of suffering hits every part of the world. An NBC threat is just the sort of thing that can reach out far enough to make your choice of residence entirely moot.
