Yes, sexual activity should be postponed. Real human bonding is a complex process, that should be given the proper time to develop: gazing into each others eyes, holding hands, hours of conversation, emotional bonding, and all this before the real first kiss! Anything less robs the most intimate act of its richness, and reduces the participants to sex toys.
Why not just go out for dinner and dancing? Or just catch a movie together, and fight over the popcorn and jr. mints? Don't deny yourself the fun stuff in a relationship.

Yes, I think it is not only improper, but unsafe as well. If it's only the first date, then how can you know the person well enough to be sure they don't have an STD/STI ?

As long as you're careful (i.e. condoms) I don't think there's anything wrong with it. I slept with my husband the first time I met him. We met online, and had been corresponding via email and phone for a few months before we met in person, but I slept with him the first time I met him in person. Four years and two kids later... :D
