I would say 18 since at that age, you are capable of living independantly (which you probably won't be ready for.. but I digress). At this point, your parents or guardians are no longer responsible for your actions. Thus any consequences such as STD's or children are all your own and you SHOULD take full responsibility. As a child, your parents are obligated to help you.
Now, personally, I would say it really depends on your maturity. There are many 18 yr olds that are muuch more mature than many 23 yr olds I know, and vice versa. I'd say, sex wise, if you are in a solid relationship for more than 1 year and you think its a really solid one, go for it.

Dude thats different for each person. Don't feel pressured to "do it" early or don't be embarassed by the fact that other guys talk about "doing it" all the time (more than half of what they are saying is Bull anyway). Wait until you meet someone special that you want to love forever. It might be "cool" to have sex with just anybody but for a lifetime memory that you will cherish save it for someone that you plan on spending a lifetime with.

36? just kidding, I am 28 and have been pregnant 4 times...
But seriously, if you have to ask you are too young. Look for love, not lust. When you find the right girl/guy date for a while, get married and then you are old enough!

Biologically, 21 for females and 27 for males. Sexual activity for teenage males increases your chances of developing testicle cancer, which is the #1 form of cancer in males age 15-35. Get it and they cut the affected testicle(s) off, followed by radiation treatments, but only if caught early. Caught late and you will die slowly, as the cancer moves quickly to your brain and lungs. You will slowly go insane, as your brain gets eaten away, while you slowly suffocate. It's not a venereal disease, it's one of the millions of cancer viruses we naturally carry, but are generally immune to. Rates for the disease has increased 60% in recent years.
