If it was encrypted you would not be able to read or use it. Encrypted means it has been altered by some coding method and unless you have the ability to decode it it's worthless to you.
Not encrypted is just a normal, run-of-the-mill, Plain-Jane file.

It doesn't show in Explorer on my PC but it may depend on the file type. It sounds as though you either have encryption software (so that a file can be password protected) or the file type is one that can be encrypted.

Encryption is a way of encoding the contents of a file using various algorithms so that it is not directly readable by the appropriate software but has to be unencoded, usually on entering a password.

Encription means mingling the content is a way so that it cant be understood w/o decripting. Not encripted means the content is as it is.
