Noise complaints are grounds for police action. Make sure you are justified (video tape the action before you call) and start calling the police and don't stop until the noise stops. If the police won't take action, go to the city council with your video tapes. But, be prepared to be one of the least-liked people on your block. It's the price you pay for trying to do what's right.

Our trailer park is very quiet. But I've been in upper class neighborhoods where the spoiled rich kids play their car stereos SO loud, that other cars' windows vibrate. More money does not equal good manners.
If it's really a big deal, you could involve the police. But they might need a little more specific info than, "The entire complex next door makes noise all night."
Our neighbors threw glass in our pool and a brick through our windshield some years back (No, not in a trailer park). Dude, it could be worse!

My sister has had this problem at two different places, and both times I had to go knock on the neighbor's door and talk to them.
If you're not comfortable doing this yourself, maybe send over someone you know who can handle people well enough?
Really, if you treat people with respect, most of the time they will respond in kind. It's better to try this first before calling the police to complain (or the apt manager, or whoever) Make sure you are calm, polite, that you smile, say hi, introduce yourself, say "excuse me but...". Most people get it that if you are assertive enough to come knocking on their door and are asking them nicely, that next time you won't be so nice about it and will call the police.
Also, it's very important that when you are there 'asking' them if they could keep it down at such a late hour, don't threaten or imply that next time you will call the police. This will backfire on you, I promise.
If it does happen again, go ahead and call the cops onl those jerks - your neighbors were fairly (and politely) warned.
Don't know what to tell you about the dogs though - maybe ask if they can keep them indooors? You can also call the police about dogs barking too.

Have you spoken to your neighbors directly yet? I had great luck with a rowdy, 'rough' looking party people who turned down their music and were very considerate when I explained the situation.
Then in another nicer home years later, in an upper class neighborhood, I could not persuade the more proffessional, clean cut people to keep their dog out of my yard and their 900 watt security lights from shining in our bedrooms all night (as well as the motion detector lights that shine on when every cat walks by). You never know who will turn out to be kind and condsiderate.
If that doesn't work then you need to speak to the police about your options. They deal with these complaints and might have a process in place to deal with neighboor problems.
Also your city council is a source of information and assistance. Don't let bad feelings simmer. Work on solving the problem from every angle and remain courtious to your neighbors, so they will be more inclined to want to be courtious to you.

Call the police and file a noise complaint? Before you do that, call the leasing office of the complex where these people live and file a noise complaint with them. If that doesn't work, call the police.

there are city ordinances governing this sort of thing!
usually it's about 10 pm concerning noise in any
municipality where you live.
this includes dogs barking.
also, if you have let them know you have to get up to go
to work in the morning, and the behavior persists,
due to inconsideration on their part.
when calling the police, call the direct line , not 911.
in my town they don't utilize caller i.d. on the direct line.
so they don't know who you are.
ask the local police department about this.
also keep in mind , if they are renters, their landlord is held accountable for their activities.
a few municipal violations,
him paying fines for loud noise and dog barking,
landlord could have legal means to kick them out.
remember , this is a free country.
while you do have rights under the law,
they are not assumed,
you have to exercise your rights
for them to be there.

The trailer park we used to live in was very quiet, and I'd appreciate it if you wouldn't associate all "lowlife" with trailer parks.
If you no longer like the neighborhood, move!

Believe me..it doesn't do any good to complain. They will only retaliate and do things to make you even more mad. People don't like to be told what to do. I'm afraid that the best thing is for you to move. We have learned this from experience.
