Some guys can pull off the bald 'upstairs' head, but not everyone. As for downstairs, I like a little bit of hair, but I like it to be trimmed. Bald down there makes him look too young.

On the head that (supposedly) holds your brain, I'd say it's pretty cool.
As long as it's not a "HEY LOOK I SHAVED MY HEAD! But a week later I just let it grow back."
Perma-shaved is awesome. 8)
I personally think a girl with a shaved head is adorable as well.
