Absolutely, when used of the green it is refered to as a Texas Wedge and one should keep in mind that a bad putt always goes closer than a bad chip.

Wow you are all so golf ignorant.....of course a putter can be used off of the green.....but you can't use it as a wedge....it is still a putter.
A wedge is used to quickly force the ball into the air....and unless you tee up your putter...chances are you aren't going to get any elevation with it.

You can drive off the tee with a putter if you like. You can use any club in your bag for any situation. It really depends upon the course though and is very situational whether or not you should use a putter if you are off of the green and fringe.

You can putt from off the green if that is what you mean. I have seen the putter work very well putting out of sand bunkers with hard sand.

putter can be used anywhere,but i not sure only putter can be used the green i remember in one tourament a pro golfer use his putter to hit out from under a tree it broke and he got to use his driver to putt with

you can try it, no rule I can think of forbid use of a putter off a green, have putting from fringe/fairway before. just remeber to hit down like a chipping stroke and it may work for you.
