I assume this is what you're looking for:
Indian Railway Tea
Source: a handwritten sheet of paper from Eleanor Zelliot, professor of history at Carleton College. Who knows where she got it. :-)
For one quart:
2 cups water
3-4 whole cloves
1 stick cinnamon
3-4 cardamom pods (cracked open)
Bring these to a boil; let stand as long as possible. Then add to:
1/4 cup loose black tea (or 4 tea bags)
and let steep. Then add:
2 cups milk
to the tea-spice mixture and heat but do not boil. When hot, strain and add:
4 tablespoons of sugar (or a little less)
Stir and keep hot.

How to make a Pearl Milk Tea
This can be made with black, green, oolong, chai, or yerba mate. The most popular are black tea and green jasmine tea.
3/4 cup tea
1 Scoop non-dairy powder creamer
1 Scoop bubble tea sugar syrup
1 cup ice
2 fl. oz. of cooked Bubble Tea Tapioca Pearls
Put hot tea, creamer and bubble tea sugar syrup in shaker and mix well.
Add in ice, cover shaker and shake for a nice froth.
Add tapioca pearls to a cup, and pour your drink over.
Put in your big fat bubble tea straw and enjoy.

Well, first you dissolve the sugar in the tea, and then you pour the milk in.

Either heat cows milk, insert teabag and add sugar or boil water, add teabag, add condensed milk and do not sweeten or add evaporated milk and sweeten.
