Get a rat. Save a feeder rat at the store for three bucks and you'll have a pet that's both smarter and more loyal than a chihuahua. then again, I hate to be stereotypical, but if you're the kind of person looking to buy a chihuahua I doubt you have the maturity or independence to seriously consider buying a rat.

I would try going to the nearest dog pound, animal shelter and see what they have to offer. You might luck out and see a small dog that needs a home. Petco and Petsmart also have animal adoptions available . They might get one in.

go to the animal shelter, you can find lots of small dogs available for half that price and often already fixed, they might not be pure bred but they are going to be killed if someone doesnt take them. you can even request the animal shelter call you if they get in a specific sort of dog. lots of pure breds are in the shelter too.

Ok.. just because a dog is "cheap" doesn't mean you won't be spending tons of money on it in the long run. What if it gets sick? And it needs rabies shots every year. And if you're smart you'll put it on heartworm preventative.. think ahead and don't get a dog if you can't afford it.

The cheapest is a goldfish. But since you want a dog. The cheapest if probably based on age (usually older the cheaper).

You should contact your humane society. Many people buy a dog on impulse and then realize that they shouldn't have bought it...Humane Societies often have animals that want good homes...not mutts...but nice dogs. Good Luck
