It tones legs (better with higher resistance or if going uphill)
It also helps with cardio vascular system (Heart)..Upper body gets toned a bit if get serious about it your abs will thank you too.

From what I Know when people ride thier bikes they are working out little of the legs,and somewhat cardio also.

My legs have been looking spectacular ever since I sold my car and started riding my bike everywhere. Not only that, but I lost 25 lbs. over a year.

bike-riding is a good exercise. but you shouldn't do it aLways because its not going to make your legs, smaller, or toner, but it will cause it to have muscles, and instead of a perfect legs, you will have muscular legs...i dont suggest you do it everyday, mAybe twice a week or three times, but not everyday...
