Absolutely not. They cant be anything *but* a distraction.

As for other "educational institutes" im not sure what you mean. Nearly all that I know of require phones to be left at home or turned to silent. In most highschools and higher educational facilities, the policy is clearly that they be on silent, or if you are expecting a call, to notify the instructor.

You'll note that as you grow older, schools allow more permissions. Such as, when you were in middle school you may have had to ask permission to use the bathroom, and need a special hall pass; in high school you may only need to excuse yourself from the room with the hallpass; in college, you just get up and go if you need to, taking care not to interrupt or distract others.

It makes sense; typically as people grow older they become more respectful and aware of others, as well as becoming more responsible--hopefully. Highschoolers often lack the common sense to turn off their phones, and most middle schoolers are still stuck in the rut of showing off that a phone ringing in class could be a status symbol and a point of pride. Therefore the rules are necessary to... enforce common sense, if you will.

The school has a phone number. In cases of emergency, the school can be called and the student notified via the PA system or the phones in the classroom. There is no need for cell phones any more than there is a need for laptops for each child so that they can have AIM for "social emergencies".

My school district allows them. I require my students to turn them off and put them in their bags during class. If one goes off I answer it asking who are you and why are you interrupting math class. I jot down the phone number as well. The best time was when it was the student's mother, she would call to check on her daughter several times a day. After that she only called right after school.

I think cell phones should be allowed, but MUST be turned off during all class times. They can check messages during breaks and lunch.

It should be allowed in high school but not in elementary and kindergarten. High school students are not new to cellfones. they wouldn't consider it as a toy or something to be constantly amused about.

No. Don't allow them. People got on just fine for decades without them.

I think kids made it for centuries without cell phones, and they will do just fine without them now.
