Take him back to the vet. Doesn't sound normal. Better to be safe than have him develop something really serious.

Male cats do not usually get stiches from the neutering procedure. Not to get graphic...but a small incision is made and the nut is pushed out. The blood supply to the nut is then tied off with suture material (stiches). A blood stop powder is then placed externally on the sac. If your kitten was neutered a week ago, it sounds as though it might warrent a trip to the vet, just to be on the safe side. It is very possible that it is just one of the internal sutures are poking out through the skin.

Take the kitten back to the vet. They usually don't charge much for a follow up visit. There is something wrong and he may need antibiotics.

You need to get him to the vet it sounds like maybe a infection, nothing should be there or sticking out.

It's probably a stitch that the kitten may have chewed through and now it's open to air. Have the vet check it out soonest.

You need to take him to the vet right away. Don't mess around with that it could be an infection and it could be painful.

take the cat back to the vet, its his responsibilty to take care of anything resulting from his surgery, it may well be infected.
