Historically, they were first put on to actually be a light source so people can find the cake and see the efforts that the pastry chef had put into it.
But the reason why its so popular is so people can simply count the candles without asking how old the birthday boy/girl is. You can also ask, "How many candles did you blow out?" and you won't have to make an embarassment out of yourself by asking how old the star-of-the-day is!
