Try 'clicker' training. When the dog listens, click it and give him a treat. Never use negative force. Unless the dog is really not listening, use verbal commands.

First off, the dog needs to know that you are the alpha male, not him.Use a strong tone with him. Have consequences for bad behavior like "NO!" flick his nose or spray him with water from a bottle with a sprayer. Repetition is the key. Reward him when he does something right. After 1-2 weeks of asserting your control, you should have a manageable dog. Dogs take a lot of work.Good luck and don't give in. The dog must learn to live in a human pack.

Many of us are saying my dog is to hyper to train. He's hyper and won't listen to you because he doesn't respect you. You have to give your dog a firm reason to believe he must comply with your commands.
Do visit various websites offer simple dog training tips for offerring good training to your pet. A good book is a valuable aid for bringing up your puppy.
Remember, a one-year old dog is, effectively, the same as a seven-year old person. It is a good rule of thumb to keep reminding yourself ‘would I expect a three, four, five or six-year old child to accomplish some of the tasks I am asking of my pup?’

I have found that when my dogs are REALLY out of control a very sharp tone is most efficient. If your voice sounds like a whip cracking, you've got it right.
Some dogs are beyond help, though. A beagle on the trail is unstoppable without force.
[EDIT] Beagles don't respond to much on the hunt. They were bred to withstand a stick going clear through their legs and to still be capable of running. My beagle runs through an invisible fence that is as powerful as they get short of injuring small breeds.

You can also start by changing simple things - walking tall and straight, giving him firm commands, and letting you walk through a doorway first. All of these things help establish your dominance over your dog so that your dog will listen to you when you want it to. Dogs often fill the voids where their humans are lacking, so if you aren't dominant in areas of your life with your dog, your dog will be the dominant one.

Dog breeder & trainer for 12 years, First off you need to let your dog know that your leader of the pack you need to use a stern voice not yell but a loud enough voice to let him/her know that your the master and if that don't work I suggest gettin a choker collar and everytime he don't listen give it a tug ..we train or dogs with respect no harm done to them ..People use those dog collars called training collars I don't personally recommend them but everyone has their choice good luck

get a shock collar. or u can get a collar that uses tones that people cant hear but dogs cant. its at a pitch that dogs dont like. it comes with a remote and when your dog gets out of control say easy and push the button on the remote until he starts doin what he supposed to. it works well. i had to use it on my dog. when she get out of control its not a good thing with her size. shes a very large dog

A couple good yanks on a choke collar and he/ she'll listen to anything you say. No, it's not cruel. Just do it hard enough to catch their attention.

i have this problem too with my german shepard...all you have to do is talk to it...for example to teach it to sit push on its butt and say firm SIT...do this over and over...if the dog does it then reward it with a pat on the head or a treat...just dont yell or slap..you can give a pop on the nose...but not a slap...
