First of all, it helps if you stay calm and in control. Don't work your dog up by saying in a high pitched voice, "LET'S GO FOR A WALK!!". Calmly walk to get the leash and put it on your dog. Second of all, when walking with your dog, every time your dog gets excited, give him a tug on the leash and make a small sound, like "pssht" or "hey" (saying "no" every time can make the word lose its meaning when it really counts). This brings the focus back to you - you are in control.
If your dog is leaping up on you while you're trying to put the leash on, getting him out the door, or walking him, calmly fold your arms and ignore him. Don't push him off of you, since that only encourages the behavior. When he starts to settle down, calmly say "good", keeping your arms folded until you are certain he has calmed down enough so that he won't jump on you again.
If he's taking YOU for a walk (pullling on the leash too hard), calmly command him to "walk with me" and cut him less slack on the leash - make him walk right next to you for the entire walk. You might also want to invest in a choke collar or pinch collar (most of these collars are NOT cruel - your dog can still breathe as long as the collars are attached to the dog and leash properly).

I honestly don't know how you can make a dog stop being wildly excited about being outside...DOGS LOVE OUTSIDE!!! My two dogs love to run outside but I have a fenced-in back yard. I think that if you just remain calm and let the dog "get the wild" out of him for a few minutes that he will calm down. If he's a puppy, he will do this until he matures but really, don't be cruel to the animal. He is at your mercy--his life is in your hands and you can calm him down if you remain calm.

get a halti collar to walk him with. the idea is a dog will be like a horse and will go where there head goes. they wont pull because it pulls there head. it also tightens around there muzzle. it doesnt hurt when they pull, its just uncomfortable. i use them all the time on my dog, it does wonders. you can get them at any feed store or pet store. gentle leaders also do the same. the only difference is when they pull it wont tighten around there muzzle

Try a Halti. It's like a halter on the dog's muzzle. We have on and it improved his behaviour. They are humane to.

Get a training collar for him and if that does not work then you can use a shock collar in conjunction with verbal commands.
