Different stylist use different techniques but it is cutting the hair with a straight razor or a texturizing razor. It is not always good for curly hair it can cause it to be more frizzy. Make sure the razor is sahrp if not it can cause split ends. One way is at the ends of the hair if you do not want really blunt layers you can use a razor to soften them and blend them. You don't get a blunt cut like scissors it is more blended.

razor cuts give a softer edge, more of a feathered look. I have also use razors when I cut bangs because it gets rid of the bulkiness and makes the end result softer.
