Are you male or female? If you're male I say shave it, if you're female and no anti-dandruff shampoo works go to your local salon and ask them. Although if its bad enough you may need medical advice.

look for a kids shampoo thats for dandruff.. like selson blue or head and shoulders

wash your hair with a shampoo that is especially for hair with dandruff
