You have to make sure the dog is neglected! And it all depends on the state you live in? If you feel personally the animal is being abused, you have to notify your local animal control or S.P.C.A! Do not delay, if you feel the animal is being abused, stand up for the animal.Because no one else will.If you are the true animal lover I hope you are? You will do anything to protect the dog!

it is always a rule of thumb to Make Sure the animal is being abused before reporting.... If the animal is, call your local Animal Control officer ot Humane Society. If you cannot get any results call your local police dept.... they will tell you who to contact...... I hope the animal is not being abused....But if it is, you are doing the right thing by calling and turning the abuse in....Animals are helpless just like children.... THEY DEPEND ON US TO HELP PROTECT THEM TOO.......God Bless
