He would, but he allows us time to correct ourselves. Remember only a select few decide in many cases and abuse the power given to them. Many of us are indecisive and follow their decisions without analyzing them. Many times we are not even beneficiaries of the orders given from above, and are more losers than winners to begin with, thus getting our punishment for who we obey. Like a soldier who loses a limb or the head for fighting the enemy of a greedy king, who wants war to expand his profits and territory, rather than in self defence. Self defence or some pride element is always used to fool the people though.

The system of wrong doing by individuals, groups of individuals or nations is like tightening a celestial sling shot pointed in our direction. Every time a wrong is committed, one adds tension to the sling shot. The Lord determines what is the ripe time to let your own actions come back to hit you. Those who are closer to the Lord are not given too much lattitude to do wrong and are usually punished sooner. The farther you are from the Holy One, the more tension He allows in your suicidal sling shot.

When you are far away from him, the time gap between your tightening the sling shot and its reaction is so far, that one may not even relate what you did wrong, and what hit you. If you are closer to the MIGHTY ONE, you receive your punishment quicker, so you correct yourself or repent and the hit is less painful and devastating.

It also depends on the graveness of the crime. Certain crimes tighten your slingshot faster and little time is allowed.

Ultimately in the order of things, the Lord allows us time as a mercy and to allow us to correct us. Also remember that death is not the final outcome, but a new gate to an eternal life. What one sees on this Earth is like a view from the womb for a child.

If things get bad in the womb and you leave it into a different and "strange" world outside, it does not mean it is the end of it all. It is a new beginning.

This is a good question.

When Jesus died on the cross, and he left earth he took, what I call instant judgment with him. However he did leave his judgment in his word and commanded his church to use judgment first at the house of God, then to the world. But that is not, what is happening.
When Jesus comes back, he's bringing judgment back him. The plan we are talking about is sin now and pay later. Jesus is not going to kill anyone. People decide everyday what their judgment will be, by the life they live today.

It's a test... some people abuse the power they have, agreed, but not all.

Those who use the power given them wisely- to help others, etc, are passing the test and will be given more power.

Those who abuse the power they have are failing, and will eventually loose all they have.
