I've never heard of tongue rings used that way, but I do know that some women get tongue piercings so then can give better head. (Sinead O'Connor said so publicly.) Usually, it's a ball or stud.
And, believe it or not, some men get them to improve cunnilingus for their women.

Well that's funny. But yea it does improve it but the thing is that some girls just like the way tongue rings look.

Not necessarily, but if it's something you're into it does give the guy a different sensation. Kissing with a pierced tongue is cool too!

When you get a tounge ring it is suggested that you avoid fellatio to avoid possible infections.
Beyond that, why isn't your sister allowed to have a sex life?
