From personal experiece, when I accepted Jesus as the ruler of my life (in jargon as my "Lord and Saviour"), I said a prayer in which I asked to be baptised in the Holy Spirit adn I asked for the gift of 'tongues', which for me manifested soon after. I speak in something that sounds Russian, I can not interpret work for word, but i do know the context of what I'm saying.

Acts Chapter 2 is when the Apostles received this gift.

Acts 10: 46 an examples of normal believers experiencing this gift.

1 Corinthians 12, and 14 go into more detail about all spiritual gifts. Tongues being the "least" of the gifts. Most people feel that normally tongues is just a prayer language for the individual believer. Aiding you in praying when you do not know how to in your own mind. Many believe the Holy Spirit can speak directly to your spirit while you are praying this way.

Occasionally when used in Public Worship it has been used as a sign to unbelievers because they heard the Lord Worshiped in a Language that the speaker did not know but the hearer did. Like in Acts 2.

Those who believe that the gifts lost their use are called dispensationalists, they base this on 1 verse in first Corinthians 13 that says "when that which is perfect has come the imperfect shall pass away(meaning the other gift of the spirit like healing, prophecy and tongues"

I will tell you exactly what Jesus told me one day as I sat in my office; for I had been confused about this matter for a very long time. Everyone was telling me that I had to speak in tongues to prove that I had been filled with the Holy Spirit, which I know now was just a bunch of misunderstanding passed down from generation to generation. Jesus told me plain and simple, "Calvin, the reason that I gave the disciples the power to speak in tongues on the day of Pentecost, was because there were people there from all different nations; which spoke many different languages. And if I had not of done so, it would of only been a place of mass confusion. You have had the Holy Spirit living in you since the day that you were born again. And if you ever have a need to speak in tongues, I will give you the power to do so when the time comes." It takes very careful studying of the scriptures to distinguish exactly what is being said sometimes. But rest assured, you do not have to speak in tongues to prove that you have the Holy Spirit living in you. He comes in the moment that you ask Jesus to come into your heart and forgive your sins, which I hope and trust that you have done so. Believe me, I do not play around with the Word of God, and I take very seriously everything that I know that the Lord says to me. And I would not tell you such, if I did not know what I was talking about.

The idea of speaking in tongues comes for the book of Acts. Jesus told the disciples to go to Jerusalem and wait for the Spirit. When the Holy Spirit descended on them they spoke in tongues that they did not know. These were not heavenly or unknown tongues but the languages spoken by the many different peoples that were in Jerusalem so that everyone could hear the gospel in his own language. This was the gift of tongues that was given to them by God. This is the interpretation most Christian accept. However, charismatic Christians believe that the speaking in tongues is in a language only understood by God and many of them believe that one cannot attain salvation without this experience. Its one of those technical issues that separates denominations.

The coming of the Holy Spirit: In the book of The Act 2:3,4

And there appeared unto them cloven tongues like as of fire, and it sat upon each of them.

And they were all filled with the Holy Ghost, and began to speak with other tongues as the Spirit gave them utterance.

You can only speak in Spirit Tongues by being a believer, non-believers will never speak in the tongues. The Holy Ghost is a gift from God and who believes will speak in tongue. Not all believers will speak because there are more Spiritual gifts by having the Holy Ghost. Please read in, I Corinthians 12:8-30, there you will find all the gifts for the believers.

1 Corinthians 13:8 says they shall cease. It is interesting to note that tongues are not mentioned thru the rest of the scripture after I Corinthians 14:39 until the book of Revelation and in those verses it always refers to the languages of nation.

No. But Jesus said I must go so the "Comforter" may come.
Parakletos is a greek word meaning a "helper of the same likeness."
Thus the Holy Spirit came to finish the works of Jesus. This is one of those that only the Spirit could do.

Nope, the speakme of tongues first began at the day of Pentecost whilst Jesus had already ascended to Heaven. However, it's major for believers to hope in tongues because the Bible says that the Holy Spirit prays the best prayer by way of you. and that's in tongues. =)

The Bible speaks of 5 different tongues. Unless you have done a study on "tongues", you can't and don't know what "tongues", He is referring to, when or why.

6 When they heard this sound, a crowd came together in bewilderment, because each one heard them speaking in his own language.

This is speaking in tongues.

And this is for the last days and here Jesus speaks of it:

Luke 12
8 "I tell you, whoever acknowledges me before men, the Son of Man will also acknowledge him before the angels of God.
9 But he who disowns me before men will be disowned before the angels of God.
10 And everyone who speaks a word against the Son of Man will be forgiven, but anyone who blasphemes against the Holy Spirit will not be forgiven.
11 "When you are brought before synagogues, rulers and authorities, do not worry about how you will defend yourselves or what you will say,
12 for the Holy Spirit will teach you at that time what you should say."

To not speak is to blaspheme the Holy Spirit in 12
