You can do it by taking a section of hair and spraying it with hairspray then using a large curling iron and roll it from the bottom up VERTICALLY then when you go to take the curling iron out pull down and release very gently. Then spray again and kinda work out the curl with your fingers.

They look a little like more waves than curls.

If your hair is the length as the Ashley Simpson pic, try washing your hair then using whatever stylying products you prefer (gel/mouse).
Use big curlers for the long lengths of hair and medium if you have long bangs. This will give you a soft curl like in the picture. Let them stand dry or blow dry the rollers. Velcro rollers work well.
Make sure your hair is dry before pulling them out tho, and don't put them in a line with your part....make sur to have a few running down the middle of your part otherwise the top part of your hair will be seriously flat. Gently hairspray and you're good!

Those curls are made with a ceramic flat iron. I use the Smoothing Iron by Paul Mitchell. You hold out a vertical section of hair. Put the iron in at the scalp, close it and turn it as you slide it all the way down the section like a curling iron but sliding unstead of wrapping.

Do you want it permanent or temporary? You can approach your salon for perming/curling services. If you just want to try it out or only for a night out, you could use rollers or curlers when your hair is still damp and blow dry. After that, use a hair spray over it so that the style can stay longer. My makeup artist tried it on me and I find that it works pretty well.

Take the picture from the Internet and print out and take it to a good hairstylist. they may be able to do the style on your hair but you should remember only certain styles look good on certain people.

use large velcro rollers on your hair... apply some heat all over... make sure you apply some type of product to hold the curl.

My hair is about that length, maybe a little longer, and I use large hot rollers.
