He's flirted with me several times. Tried to get my attention by asking work questions, that he could ask someone else. Things I don't know. But when I try to get close to him by making personal conversation he acts really funny and then blows me off for like a week. Meaning he ignores me. Then the cycle starts all over again. Is he just trying to keep me as an option. Because there's others he'd rather go out with? This has been going on for a really long time. Does he at least think I'm cute if nothing else? He doesn't seem like a player, at all. So what's his deal?

First of all he is probably considering the ramifications of asking out of co-worker, All it takes is one unwarranted sexual harassment accusation to turn you off co-workers forever. That's speaking from experience.
Second, maybe he's just scared of rejection. That's stopped more than one guy since the dawn of time.
Third, acting like you're SOMEWHAT inconsequential keeps you ladies interested, and don't tell me I'm full of it. Nothing destroys a good flirtation than the guy showing he's really interested and you mean something to him right away.

well are you over 200lbs? if yes you answered your own question in your question, or maybe if no, then he is just playing a game to try and get you, or just really suxx at picking up girls and what not, so id say go for it or play back

if he is an adult.. why the games.. if he can't just come out and say what is on his mind... i would consider that strange..put distance between us
