They break down....you'll notice a softer pepper over time....and a less than fresh taste...and a sediment in the bottom of the jar..ewww. As for spoiling, I'm sure they do, but to actually harm you it would take awhile I think....not swearing to it.

After years they would just get too soggy. But hot peppers that come in a jar are usually pickled in vinegar, so they will last a very long time.
