How small do you want? A basset is small, loving and smart. Best way is to go to the Animal Shelter and pick out one that shows it wants to love you, a mixed breed is just as good as a pure breed. The shelter employee should be able to tell you the size the dog will grow into. OR get a full grown one.

Definitely a pug. They do shed, tho. The personality totally makes up for that. FYI 25% of dogs in shelters are purebred. That's where I got my pug. Also, whatever breed you choose, check rescues also. One good way to find out if you would like a certain breed may be to foster dogs from a shelter or rescue. If you fall in love with one, you can adopt it. Lots cheaper, too.
Good luck with whatever you choose. Mutts are great dogs, also. I also have one that was a stray, and she is the best dog you could ever want.

You have to make that choice yourself. Go to the website for
American Kennel Association and read up on the different breeds and find out what is compatible for you.
If you just want a small dog, not for breeding or showing. check out your local animal shelter, you may find a dog there that is of mixed breed but perfect for you.
That is where I go when I want a dog, Haven't been disappointed yet.

To me the best best dog breed in the whole world is a Pug. I have a 1 yr old female pug she is the most loving affectionate dog I have ever met. If you are the kind of person who treat your pets like they are children this is the breed for you. My puppy goes swimming in the pool, loves to play ball, she loves to give kisses and she loves when you say treat or bone then you get to see the head cock. If you had a pug I'm sure you would instantly fall in love.

Sometimes purebred dogs have more health problems than mixed breed dogs. Maybe you could adopt one from a shelter.

king Charles spaniel they are smart and friendly esp if you have kids one thing tho they malt as well but if you don't mind cleaning dog hair and want a small dog this could be the breed for you.

It all depends on what you mean by best. Do you mean easiest to train? Smartest? Least amount of shedding? Least amount of barking? If you specify your needs and wants a little, I can be more specific. You might also want to check out the AKC website. They have profiles of most of the purebred dogs that explain more about their personality and maintenance requirements. (www.akc.org)
