Base your beginning on fact, then expand your story by adding or changing fictional characters and events, but try and stay true to a central theme. A central theme could be a person or a family or maybe a particular place. Start by creating a short story with the things mentioned above, as you create the story, keep reading it and think of potential options to write about. Keep the story short and write more than one story with more than one
central theme. BE PATIENT, THINK, THINK, THINK. Go around your neighborhood, observe people, places, things, animals, watch what they do and how they do it. Observe, observe, observe. This might be a starting point for you. Good Luck.

I know exactly what you mean! I have not had an idea that I really liked in a long time, but then it hit me. I realized I had to get my idea's from things I can relate. (Sometimes you can even write about something that actually happend to you, just change settings and names!) Anyways I was watching a reality show (the one on MTV about following someone for 48 hours) and that is when it hit me. I suddenly grabbed a notebook and kept writing until I was too tired.
All I can say is make time to just write and do it. I cannot do the pre-writing thing. I just start writing and do it until it's done. Then I go through and figure out a surprise ending and switch a few things. That is what works for me, but I think every writer is different. Just remember, if you cannot see your piece as something real then the audience may not either.

I'm a writer myself, and I get ideas at the oddest times. While awake, I carry a pad and pen with me to jot down anything that comes to mind. At night I put the pad and pen on the night table. You'd be surprised how many really good ideas I get while asleep.

just think, think like you are a kid, the thing is, kids dont have standards for there creativity, but as you get older, when you think of the same ideas as you did as a kid, you think they are to wild, but thats how most writers make it big, they take that chance, that even if there idea is wild, they take the time to write, because they are brave

Relax, lay down on your back,dream about the things that would happen to you...............
write down notes.
Repeat this 3 times a day.Read your notes and find the hero with a target, then find the bad guy with his target..........
