Great question! The witty person is right in the moment, and therefore, tremendously spontaneous. Stream of consciousness... right at you. Just like this reply. Because the person is so attuned to present, he is often able to summon associations and relationships to things going on around him that others do not see. The other kind of "witty" is the kind that makes a person think "Now, why didn't I think of that?" The British, when they have this gift of wit you ask about, are just amazing. Did you ever see "Spitting Image" - ? Oh, my God! I am over here in the United States. I had never seen caricature in puppets before like that. Can you imagine when I first saw those of Margaret Thatcher, Ronald Reagan, &c., I was laughing so hard, acting like an idiot because it was all so entertaining. What was really amazing was how witty the fellows are who design and speak for those hand puppets... and you can see they made a lasting impression on this writer..."Spitting Image." Well, wit is the pithy remark. It is usually terse, quick, plainspoken and to the point. Very to the point, which makes it funny and therefore, witty. It is the fellow or gal who has a quick comeback. Some people are just incredible with the variety of capability they represent. You can immerse them in virtually any milieu, and they will come out with the snappy comeback that will floor you. Often stand-up comics have that, when they are good. When they are bad, it is really awful. Everything goes thud. Well, I hope this brings a bit of light to your question. Have a good evening. A witty person will say something intelligent or funny in response to a question or comment without thinking about it.
A non witty person will say something unintelligible or stupid in response to a question or comment.

I just have to look in a mirror: the witty person is me, and the reflection is the opposite.
