They are usually tone deaf and cannot tell they are not hitting the correct notes. Also, because of a person's skull, the voice they hear coming out of their mouth is not the same voice everyone else hears. How many times have you heard someone exclaim when they hear their voice recorded, "I don't sound like that!"

Shananigans is right on the money. But there is help out there, in the form of some rather expensive, rack mountable "pitch correction" processors, but even they have their limitations, and will never make a "croak" sound like a note of any scale.
But, be kind. If you can't tactfully clue someone in to the fact that they cannot carry a tune in a basket, stuff something in your ears for a short while. If someone is REALLY bad, thrusting an ice pick into each of your ears will provide some much needed relief.

Another possible solution is to get a voice teacher. People can improve their detection of pitch with ear training and their production of sound with vocal training. If the person is singing for their own pleasure privately, it is not an issue. But if the person wishes to sing publicly for the benefit of others or in a choir etc. it might be helpful to them and boost their confidence if they were to get a bit of training. Singing well is not natural to all people, but you do not improve by not singing. Be brave. Learn how!

Or they could be like me. I once could out sing broadway stars.....then I got older stopped singing and didn't take care of my voice. After several years I still had a powerful voice...but I couldn't make my voice do what it was supposed to do. So instead of hitting those notes...well it sounded like someone attacking a cat with an icepick.
Of course I actually knew that I couldn't sing, but it didn't stop me from trying a few times....publicly......a few times.....

like what other says they're tone deaf they cant hear the song that they are singing but some people knows that they dont have a singing voice they just pretend that they do and some of us just love to sing and its they hobby or singing makes them feel good or they are relaxed when they sing.

If someone can't tell they have poor pitch, they are tone deaf.

It's a condition to a good number of people.
Even if you MAKE THEM LISTEN to their horrible singing, they still won't be able to tell.
My cousin LOVES to sing. SHE has like the biggest Ipod library ever. But...when she signs...sucks right away.
She doesn't know.
I won't tell her because it will so emotionally devastate her.
Everyone knows it. I feel bad for her.

People lack perspective about themselves. They don't see (or hear) what others do.
People go to terrible dentists and have their teeth destroyed, but don't realize it until discovering it (too late) from others.
People stay in abusive relationships thinking them to be normal and justifying themselves until they are comatose.
People think that whatever they do, think, create, or devise is brilliant and wonderful because they did it!!!
Perspective is sorely lacking. So is humility.

You actually hear your voice differently than other people do. Whitney Houstan could figure out why people liked her voice as it didn't sound good at all to her.
