Post US Civil War. It has been suggested by some historians that it was celebrated by liberated slaves in Charleston, SC, and was to become known as Decoration Day.

The "official" birthplace is Waterloo, NY.

The American Civil War - it was originally called "Decoration Day." Union families used to go to the graveyard and decorate the graves of their loved ones. It picked up steam after WWI and the name was changed officially to Memorial Day much later. According to Wikipedia,

"The alternative name of "Memorial Day" was first used in 1882, but did not become more common until after World War II, and was not declared the official name by Federal law until 1967."
