The US federal government's duties are outlined in the constitution (promote general welfare, provide for common defense, establish justice ... all the preamble stuff). The Bill of Rights spells out the rights of the people. Anything not enumerated for the federal government is reserved for the states.

You gotta love that 10th Amendment:

"The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."

A government is a body that has the authority to make and the power to enforce laws within a civil, corporate, religious, academic, or other organization or group. In its broadest sense, "to govern" means to administer or supervise, whether over a state, a set group of people, or a collection of assets.

It doesn't necessary have anything to do with 'freedom', 'rights' or protection. It depends on the type of government

Unfortunately, the job of government is what the mob wishes it to be. Idealism is currently a thing of the past, and government is nothing but Robin Hood - a taker and a giver, whether it be to poor or rich. But definitely not to the average American.
