I found a Plug-In. But what what software is it for?

It works with the editing programs Cool Edit (Adobe Audition), or Acid Pro

They are professional editing programs used mostly by radio people and music industry people, you should give them a try

It's a VST plug-in for sequencers like Cakewalk or Cubase.
