Radar works in both moving and stationary modes. Also works coming and going, same direction and opposite. Neat huh? But a cop can pace you too - so once you pass him, all he has to do is match your speed - then pull you over. Unmarked (plain wrapper) cars are often used specifically to target aggressive drivers - since motorists tend to behave around marked cars. Soooo - in answer to your question, YES.
