help with trying to get a girl i know?

Their is this girl that lives next door to me. She is a 11th grader and i'm a 10th grader, but where both 15. I like her but I just can't ask her if she whats to be my girlfriend.

She is cool but their is a younger sibling who is demented, i mean if i do ask her out he will make fun of this. Another think is that she broke up with a boyfriend more then a month ago.

I don't know if she likes me MAYBE NOT. But I don't know how to ask her if she whats to be my girl friend. (+plus+) i'm really shy.
