if dogs have such a great sense of smell ,why do they have to get so close to each others bums to smell it?

Because when they get closer, they only smell that they smell is the smell of that particular animal. If they don't ,they will smell other smelles that come from the air. Not exactly what they are looking for. Because they need to be sure what they need to smell.
