You can't keep it from forming but you can get it out with white vinegar. Just pour it in, let it sit overnight and scrub gently if needed.

Thats the minerals in the water. Even bottled water does it. Get a different vase is my suggestion.

Hardware stores sell lime/rust/calcium remover. Wear rubber gloves and use it in a well-ventilated place. This stuff'll take the mineral deposits off faucets and basins, too.

Change the water every day or use a baby bottle brush.
