I'm with rolo911 on this one. "HBD" is even listed in a checkbox on the California Highway Patrol accident forms as a factor involved in a collision. If you're in California, I'd just about guarantee you're hearing "HBD," not HPD.

Those who answered "Confidential Informant" are correct.
This is often used in conjunction with CHS or "Confidential Human Source".
